back wheel bushel/rubber grommet?

I have an old Oxelo town 9EF and the back wheel or actually the axle is moving from side to side so that the wheel is sometimes off centre. The axle seems to have a large rubber grommet on each end and this seems to be sliding in and out of position and the axle is moving with it but despite this seems in no danger of coming off entirely. I have looked at newer versions of this model and they don't seem to have these grommets. Any help as to how to fix this would be much appreciated.

If new wheel has orig bearing in it will be fast.. Abec no relation to speed.. Good wheel.

Either stop sending false emails or send me the bloody wheel already!
